The concept for the development of the higher education system of the Republic of Uzbekistan until 2030, approved by Decree of the President of the Republic of Uzbekistan dated October 8, 2019 No. PF-5847, as well as the Law of the Republic of Uzbekistan dated December 24, 2021 No. PP-60 “On additional measures to ensure academic and organizational management independence of state higher educational institutions”, In order to ensure the implementation of the resolution of Samarkand State University No. PP-82 “On additional measures to further improve the activities of Samarkand State University” dated January 13, 2022, Samarkand State University announces a competition for the admission of citizens of foreign states to study at basic doctorate (PhD).

  • candidates must have high moral and spiritual qualities, strictly adhere to the rules and norms established by the university during their studies;
  • Applicants must pay the tuition fee set by the university before starting their studies;
  • research topics chosen by candidates should be focused on finding a scientific solution to topical issues of socio-economic development of the Republic of Uzbekistan, and should also comply with the plans of Samarkand State University for the implementation of scientific research.

  • candidates must have sufficient knowledge in the chosen specialty and skills and abilities to conduct scientific experiments;
  • candidates must have high moral and spiritual qualities, strictly adhere to the rules and norms established by the university during their studies;
  • foreign citizens admitted to doctoral studies on the basis of this competition are exempted from paying contractual remuneration in the prescribed manner, their supervisors are paid from the extrabudgetary funds of the university, and scientific workers are provided with a hostel free of charge;
  • researchers admitted to doctoral studies are not paid a scholarship during their studies, but for the purpose of material support, they are provided with conditions for working in the relevant departments up to 0.5 staff units;
  • admission to doctoral studies and control over their activities are carried out on the basis of the Regulation approved by the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated May 22, 2017 No. 304 "On measures to further improve the postgraduate education system";

    Admitted doctoral students must fulfill the following requirements during their studies:

      - research topics are focused on finding a scientific solution to topical issues of socio-economic development of the Republic of Uzbekistan, and are also selected in accordance with the plans of Samarkand State University to carry out scientific research;

      - the results obtained on the research topic should be published on behalf of Samarkand State University in prestigious foreign scientific journals, in particular in scientific journals included in the Scopus and Web of Science databases.
