Biography

  • 1949 – born in Samarkand city 1967 - 1972 – Bachelor student at Samarkand State Architecture and Construction Institute;
  • 1973 - 1977 – Researcher and Graduate student at Kiev Motorway Institute;
  • 1977 - 1978 – Assistant at the Department of the Reinforced Concrete and StoneMaterials at Samarkand State Architecture and Construction Institute;
  • 1978 - 1986 – Head of the Department of Construction Metal, Wood and Plastic Materials at Samarkand State Architecture and Construction Institute;
  • 1986 - 1988 – Head of the Construction Faculty at Samarkand State Architecture and Construction Institute;
  • 1988 - 1989 – Vice-rector for scientific affairs at Samarkand State Architecture and Construction Institute;
  • 1989 - 1997 – Rector of Samarkand State Architecture and Construction Institute;
  • 1997 - 1999 – First Deputy Minister at Higher and Special Secondary Education Ministry of the Republic of Uzbekistan;

Duties

Rector of the University:

  • Organization of implementation of laws of the Republic of Uzbekistan, Decrees and Orders of the President, decisions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;
  • Ensuring the training of qualified, highly-educated cadres, who possess high moral-ethical, independent thinking skills and methods of organizing market-based business;
  • Organization of preparation of highly qualified personnel on the basis of state educational standards;
  • Ensure the implementation of the tasks set out in the Law of the Republic of Uzbekistan "On Education" and the National Program for Personnel Training in Samarkand State University;
  • All subdivisions of the Samarkand State University are responsible for identifying, planning, coordinating, managing, preparing qualified personnel for managerial positions in higher education institutions, recruiting, recruiting and recruiting staff;
  • Providing material and moral incentives for employees, ensuring social protection, applying disciplinary sanctions;
  • Control over the formation and effective use of Samarkand State University incomes;
  • Organization of research work, increasing their effectiveness and broad implementation of research results, ensuring higher education, science and industry integration;
  • Organization of translation, translation and publication of textbooks and teaching materials in accordance with the Concept of Creating a New Generation Textbook for Continuous Education;

  • Organization of events aimed at identifying the perspectives of development of directions and specialties prepared by the specialists of Samarkand State University (conduction of scientific-practical conferences, participation in international conferences, creation of conditions for use of information space, science-technology, development of literature and informational materials) Providing state educational standards, curricula, teaching literature, and guiding research to go;
  • Development of marketing services, organization of cooperation agreements for the purpose of studying demand and supply of educational directions and specialties, actualization of graduates' employment, targeted training of specialists;
  • Development and implementation of measures to strengthen and develop the material and technical basis of the Samarkand State University, guide the University's Scientific Council, improve the university's structural subdivision, establish, terminate and change its structural units;
  • Development of scientific and creative contacts with foreign partners, ensuring investment and grants involvement, organization of joint ventures (departments, scientific centers, research projects, projects, etc.);
  • Cooperate with public organizations, trusteeship boards and other similar non-governmental organizations;
  • Ensure the implementation of other tasks identified by the competent authorities in the field of education management.
