ABOUT THE CENTER
The Center is a structural unit of Samarkand State University named after Sharof Rashidov.
The main goals of the Center are as follows:
- Adopting a new approach to ensuring the employment of graduates in the fields of economics and human resource management based on their specializations;
- Developing modern educational programs, as well as studying the methodological and practical foundations of management, human resource management, and improving personnel potential;
- Enhancing activities related to innovative scientific research, preparing competitive professionals, and improving mechanisms for working with them based on modern systems of effective human resource management;
- Developing strategies for the targeted preparation of a new generation of specialists and continuously improving their potential in accordance with the changing external and internal labor market trends;
- Establishing mechanisms for social partnership in the labor market, developing and implementing targeted internship and practical training plans for students, and studying labor market demand for students admitted to educational institutions;
- Conducting research on forecasting the demand for specialist personnel in various sectors of the economy.
At the same time, the university invites leading expert professors from the Republic of Korea, particularly from Yeungnam University, the only higher education institution in Korea specialized in Saemaul Undong research and education, to conduct scientific research, enhance qualifications, and prepare highly qualified specialists in the fields of community development and neighborhood management. These research projects and educational programs are to be implemented based on the principles and spirit of Saemaul Undong, focusing on community development while incorporating the success factors of Saemaul Undong.
The main tasks of the Center are as follows:
- Establish scientific research processes based on the most modern technologies in cooperation with experienced, mature scientists, dedicated young researchers, higher educational institutions, and leading scientific centers around the world, including Yeungnam University, during the study of the theoretical, methodological, and practical foundations of human resources management;
- Conduct scientific research in the field of human resources management and community development, focusing on the localization of policies, strategies, and methods that promote the innovative and dedicated thinking of Saemaul Undong;
- Develop interdisciplinary educational programs on human resources management and community development based on "Saemaulogy" (Saemaul Undong Studies) and other relevant academic fields;
- Participate in national and international grants in human resources management and community development;
- Organize the exchange of specialists with organizations working in the field of human resources management in Uzbekistan and abroad, including non-governmental organizations;
- Train professionals in community management by creatively applying the Saemaul training programs conducted by Yeungnam University;
- Enhance the qualifications of specialists working in community management;
- Create textbooks, teaching aids, and publications in line with the research object scope of the university and modern demands;
- Patent innovations derived from scientific research, apply them to the university's independent educational process, make proposals, and, if necessary, sell them to foreign scientific and educational centers;
- Establish close contact with leading centers in the Republic of Korea, particularly the Global Saemaul Development Network (GSDN, an international NGO) and the International Institute for Development Cooperation (IIDC, Yeungnam University branch);
- Collect, analyze, and systematize materials in the field of human resources management and community development, and develop educational programs;
- Organize workshops and specialized educational programs with the involvement of specialists from Uzbekistan and abroad;
- Conduct scientific research and project work, including developing programs for the Center’s growth;
- The Center may also carry out other functions in accordance with the laws and regulations.
The rights and obligations of the Center:
The Center has the following rights to perform its assigned tasks and functions:
- Attract teachers and practice staff (experts) on a contractual basis (including hourly pay);
- Organize service trips, including to foreign scientific centers, from allocated budget funds and its own funds;
- Enter into contracts to ensure the achievement of set goals and objectives, including with foreign partners;
- Provide consultations, offer other services, and perform tasks within the scope of its core activities on a contractual basis;
- Manage intellectual property created during the implementation of the Center's activities;
- Collaborate with international and foreign organizations, research institutions within its scope of authority;
- Post materials about its activities in the media, on its official website, and on the internet;
- Organize and conduct conferences, seminars, symposiums, and participate in similar events organized by other organizations;
- Implement international cooperation in matters within its authority in agreement with the university.
International Relations of the Center:
The Center will engage in international cooperation, sign contracts with foreign partners, and exchange scientific information with certain international organizations on a mutually beneficial basis, following the established procedures. It will also carry out international relations in accordance with the law.
The Center may organize a specific part of the educational process for listeners and facilitate the professional development and experience gaining of professors and teachers at leading foreign scientific and educational centers, firms, and international organizations.
The Center will organize retraining and professional development for foreign citizens, as well as research and educational activities for its professors and listeners abroad, based on international agreements and contracts signed between government agencies.
