The volume of work in Samarkand was very large during the next SCO summit. Including in the field of construction. There is a job ready, but we can't find a specialist to do it. This means that there are imbalances between the unemployed, the vocational training system, employment agencies, wages and several parameters. I believe that it is necessary to conduct a deeper scientific analysis of the issue without looking at it superficially. This is exactly the kind of complexity that has existed for several years. In most cases, a simple craftsman is needed. In fact, there is no need to train for several years for such a profession. You can book a number of jobs in 3-6 months.
In addition, the issue of types of services raised today at the meeting is important. In the world 60-70 percent of the population is employed by the types of services. And for us, this is a small indicator. There are enough places to serve, but we cannot combine the efforts of one side with the other. We have defects in organizational matters. For example, if we prepared for the next SCO summit for a year, we faced real difficulties.
There is work, there is money, but there is no one to do the work. On the other hand, we say that there is unemployment. For example, how many flowers and trees were planted in Samarkand - but, unfortunately, there is no special person to plant flowers, there is no one to look after the trees. There is no one to sweep the street. In construction, there is no one person who performs different categories of work. We are not talking about the more complex ones - electrical, energy, and plumbing professions. I think that if the experts in charge take a deeper, serious approach to this, a solution will be found.
Of course, employment is not 100% guaranteed in all countries. But our main problem is that we cannot harmonize the different sides of the situation to the required level. No coordination.
For example, the issue was raised here - as a result of price management, we are creating conditions for the secret economy. Work is being done, money is being paid. But unofficially. This is the case in other areas as well. There are cases of children serving in the service sector - restaurants, kitchens - the money they receive is different, and the official money in the account is different. There are many such difficult issues. If the problem is approached systematically, many of our unemployed citizens will be employed.
It is also necessary to simplify the system of vocational education and training.
We are talking about the world classifier. But, unfortunately, there is still a lot of work to be done to reach the level of the world classifier. There are ordinary cases that need to be solved quickly. After solving them, it will be right to move on to more complicated ones.
