Rakhmatilla Mirzaev, Dean of the Faculty of Law of Samarkand State University, spoke at the meeting and spoke in detail about the main reasons for amending the Constitution.
"Not a single change to the Constitution will be spontaneous. There are about 70,000 proposals and appeals from citizens behind the bill"
